Claude and ChatGPT: availability compared
People compare these two on writing and on code. If you are somewhere either of them is awkward to reach, the comparison that matters first is a duller one: who will serve you at all, and what happens when they will not.
Both publish a list, and both lists work the same way
Neither company publishes a list of banned countries. Both publish a list of the countries they do serve, which means anywhere absent from the list is unsupported by default, with no explanation owed and no announcement when it changes. Anthropic's page names 195 or so countries and territories, and it is the same list for Claude and for the API. OpenAI keeps two lists, one for ChatGPT and one for the API, and they are not identical.
Practical consequence: check the list for the exact product you intend to use. Being able to reach one is not evidence about the other.
Where the two lists agree
Mainland China, Russia and Iran are outside both. So are the places under comprehensive sanctions, and both companies carve the occupied regions of Ukraine out explicitly while serving the rest of the country. If you are in one of those, switching provider is not the lever. Nothing about Claude makes it reachable where ChatGPT is not.
Where they differ
- Coverage at the edges. The lists diverge across parts of Africa, Central Asia and the Caribbean. Anthropic's excludes a number of African countries that OpenAI serves. If you are in one of those, the choice is made for you and it is worth checking rather than assuming.
- Sign-up friction. Both want a working phone number in a supported country. That single requirement stops more people than the country list does.
- What enforcement feels like. One refuses at sign-up, the other can close an account later. Either way the failure arrives after you have put work into the account, which is the argument for not keeping anything important only there.
The part nobody puts in the comparison table
Routing your traffic through another country will often get you past the check. It also breaks the terms you agreed to, and both providers can and do close accounts over it. That risk is not evenly spread: a throwaway account used for homework is a different bet from an account that holds two years of work.
If the site does not load at all, that is a different problem with a different answer, and it is not against anyone's terms to solve it. The two cases are separated in where ChatGPT is unavailable, and why.
